Dreadful news to report I’m afraid.

Australia was outclassed in every aspect of play against the Kiwis.

Australia now play Wales for 3rd place.

I think we could have won the Kiwi game, but on the day, on the field the players did not think clearly, or execute well under pressure.

It hurts me to say it, but the Kiwi’s deserved to win.

Lots of visitors this week. Including the presentation of the Autotrader survey results (Tue) and the FIX conference (Thu).

I liked Paul Hilgers (Optiver) observations on the Autotrader panel. regulators are moving into trying to regulate technology, and policy setting is swaying to politicians not practitioners. Meanwhile Alex Frino wondered about what happened following the ASX / SGX deal...well Treasury published it’s consultation paper on infrastructure today.

Oh...and ISDA had a 2 day OTC conference and then there was some commodity gig on too. What is it about Sydney this week?

G20 & Capital surcharge for banks.

Yes, I believe this will come to pass, in 2016 or before, along with Basel III. The tide is against banks today, but their lobbying power and network will once again resurface. At some future juncture, this legislation will be ‘tinkered’ with, just like the Gramm-Leach-Bliley Act (GLB Act 1999) that repealed sections of Glass-Steagall Act of 1933, to re-dress the balance between regulation and the interests of Financial Services.

CXA GETS A START DATE!

ASIC today confirmed Chi-X Australia Pty Ltd (Chi-X) has met its licence pre-conditions to commence as a provider of exchange markets in Australia and it can commence operations from 31 October 2011.

CEO backs consortia model as Chi-X Global unveils new stakeholders

Chi-X Global has confirmed that five firms have acquired minority stakes in the exchange operator and trading technology provider from agency broker Instinet, which remains its majority shareholder.

The five new investors are brokers Bank of America Merrill Lynch, Goldman Sachs and Morgan Stanley, and electronic market makers Getco and Quantlab.

Cohen anticipates post-trade independence for Chi-X Australia

"Right now our focus is on getting through the launch, after which we will look for new ways to lower the overall cost of trading," said Cohen. Consultation Paper 168 Australian equity market structure: Further proposals (CP 168) seeks views on proposed market integrity rules relating to:

· automated trading including high frequency trading;

· volatility controls for extreme price movements;

· enhanced data for supervision;

· the product scope of best execution; and

· pre-trade transparency and price formation in the market.

IOSCO publishes recommendations on market integrity

The Technical Committee of the International Organization of Securities Commissions (IOSCO) has published its Final Report on Regulatory Issues Raised by the Impact of Technological Changes on Market Integrity and Efficiency, containing Recommendations aimed at promoting market integrity and efficiency and to mitigate the risks posed to the financial system by the latest technological developments including high frequency and algorithmic trading.

Consultation Paper - Council of Financial Regulators: Review of Financial Market Infrastructure Regulation

The Council of Financial Regulators (the Council) has released a consultation paper on proposals to enhance the supervision of Australia’s critical financial market infrastructure.

The proposals include new powers to require certain systemically-important market infrastructure to have key aspects of their operations located in Australia and overseen by 'fit and proper' persons, as well as increased power for regulators to intervene in the event of infrastructure experiencing substantial difficulties.

G-20 leaders support capital surcharge for major banks
A proposed capital surcharge on major banks received support from Group of 20 central bankers and finance ministers. The surcharge, from 1% to 2.5%, would be phased in starting 2016, according to a communique released after a G-20 meeting. Sources said the Financial Stability Board will reveal a list of 50 systemically important financial institutions at next month's G-20 summit in Cannes, France. Indian Finance ministry planning to reduce STT & Stamp Duty.

Indian finance ministry is planning to reduce duties on transactions in equities and currency derivatives. It is considering a cut in the securities transaction tax (STT) as well as a reduction in stamp duty on ‘futures and options’ and currency derivatives.

News 110411: Ouch (me), Ouch (ASX/SGX), Ouch (Nasdaq ICE)

Ouch. Last week, on the way home, like we've all done hundreds of times, I ran across the road.

Almost as soon as I set off I felt the tightening of what I assumed was a cramp. Wrong. Before I had even put my foot down for a first step I felt an almighty 'thwack, thwack' at the back of my left calf. I pretty much pulled up on the spot. I could hardly take any weight through my left leg, the heat and swelling was immediate and the pain acute. I managed to hobble home and thought RICE (rest, ice, compression, elevation). Given the pain and that I didn't have a compression bandage I thought I'd pop into the local A&E.

The rest is history. They admitted me and held me until an orthopaedic surgeon could review my ultrasound scans. Fortunartely my 'nil by mouth' evening was not required as in the end I had a muscle tear (rest and recovery) rather than a tendon rupture (surgery and staples).

Anyway, I've taken the name Skippy to heart and have been hopping along in the Easter spirit ever since.

I'm looking longingly at some ocean swims but will wait another couple of days before making a decision to brave the surf one leg down.


Back to merger mania. What a difference a week makes. The ASX / SGX bid from hopefull to hopeless. Ultimately, there was no point letting this hot potato make it to the government floor for debate (as it ultimately needed to do). It was a lose / lose situation in the end. The opposition was always going to use this as a 'vote of confidence' issue on the fraile incumbent government. The opposition themselves had nothing to gain by the debate either as it would have shown an internal divide in their party between the natioanls (the country farmers and national interest) and the liberal (free market pro capitalism).

Nasdaq + ICE + NYSE = ?

In 2005, he launched an unsought bid for the London Stock Exchange. He lost that battle, winding up with the OMX group of Scandinavian exchanges instead. The New York Stock Exchange, in response, merged with Paris-based Euronext.
Now, Greifeld is going after NYSE Euronext, before it can merge with Deutsche Borse, operator of the Frankfurt Exchange.

It is believed that at the heart of FIRB's concerns over the cross-border merger is the danger of loss of control of ASX's lucrative settlement and clearing-house business.

London-based clearing giant LCH.Clearnet Ltd., has the capability to clear Australian securities through Chi-East but hasn't actually begun the lengthy approval process for stocks, only saying it's "keen to explore opportunities in the region."

Goldman seeks buyout of Australian unit
Investment bank Goldman Sachs says it is seeking to buy the remaining 55 per cent of its Australian and New Zealand joint venture that it does not already own.
Local newspapers said the Australian and New Zealand unit could have a book value of as much as $1.2 billion although its last set of accounts valued the assets at $780 million.
