CXA, CXJ, CXC, ASIC, LSE, TMX, Sola, I/Op...Acronym fatigue?


Aussie market structure issues continue to dominate domestic debate.

e.g. ASIC is aiming to perform market supervision on a cost recovery basis. Most of those costs, (29.9myn over 5 years, or 6myn / year) are paid by ASX (3.7 myn per year). That leaves 2.3myn per year to be paid for by other MLO’s: (CXA, National Stock Exchange, Bendigo, APX etc.).

Lots of news also in Canada. Not all of which I follow, but it appears in response to a record month for Chi-X Canadsa, Omega is reducing fees and Alpha is stirring up the maple syrup with exchange status and a rival TMX bid via syndication.


Interoperability takes a step forward(?), or is this just the resumption of the previous LCH / X-Clear status?


I'm not surprised the OTC market is smaller than claimed. I'd rather see more effort put into accruately measuring our markets and then managing the risks rather than blindly prescribing lets CCP clear 'everything' that moves. If you can't measure it....

REUTERS: AUSTRALIA FACES CLEARING AND SETTLEMENT CONUNDRUM IN WAKE OF CHI-X LICENCE

The Australian government's decision to grant a market licence to Chi-X this week has highlighted two inconvenient truths about the Australian exchange landscape - inconvenient truths that go by the names of clearing and settlement.
Fairweather said the general consensus in the markets - based on the experience from overseas - is that there is room for competition in the clearing space but settlement, by its very nature, is non-contestable. As such, any review would need to take account of governance arrangements for clearing and settlement services, the facilitation of competition in relation to clearing and the fair pricing of the ASX's settlement's services.

AUSTRALIAN FINANCIAL REVIEW: ASIC FUNDS IN QUESTION AS EXCHANGES FLOURISH

The federal government, its corporate regulator, the stock exchanges, brokers and investors are all looking at each other over who will pay the $29.9 million bill it will cost to police the stockmarket.
When the Australian Securities and Investments Commission took over supervision of the stockmarket from the Australian Securities Exchange last August, the legislation included the unusual ability for the regulator to recoup its costs, rather than being shouldered by the government. That cost has now been estimated at $29.9 million over five years and in the first year the ASX was required to pay $3.4 million, of a $3.7 million annual fee, to help fund ASIC's new role.
That is expected to leave about $2.3 million for the new stock exchange Chi-X and other smaller exchanges to meet each year. But the government has said it will consult with the industry again later this year on exactly who will pay.

TRADE NEWS: CHI-X JAPAN MAINTAINS POSITION AS LARGEST PTS
Chi-X Japan, the proprietary trading system (PTS) owned by market operator Chi-X Global, has continued its solid start to the year as it battles to become the largest alternative market in Japan.
According to its own figures, Chi-X Japan accounted for 1.62% market share of blue chip index the Nikkei 225 in April 2011, up from 1.2% in the previous month and 1.16% in February. The increase saw Chi-X Japan maintain its position as the largest PTS in the country for the second month in a row, just ahead of SBI Japannext.

The group is in talks with Getco, the Chicago-based proprietary trading firm, Quantlab Financial, a Houston-based rival, Deutsche Bank and Bank of America Merrill Lynch about taking a stake as part of a deal which values Chi-X Global at around $50m, the UK broadsheet reports.

SINGAPORE EXCHANGE ENHANCES SECURITIES CLEARING FUND STRUCTURE
The enhancements and accompanying changes to the CDP Clearing Rules will take effect from 3 May 2011.
The revised Clearing Fund structure is scalable, linking clearing members’ contributions more closely to the level of risk they bring to the clearing system. Their clearing fund contributions will change in line with their securities traded values. Previously, the contributions remain fixed in aggregate.
Under the revised structure, CDP only requires a portion of clearing members’ increased contributions to be deposited upfront. Clearing members will be called upon to deposit the remaining contributions under conditions of increased risk or to meet losses arising from clearing member default.

LSE's Rolet says exchange mergers could unify regulation
London Stock Exchange CEO Xavier Rolet said the consolidation wave hitting the exchange sector could harmonise global trading regulations. "If you look at the existing exchange mergers, including the trans-Atlantic mergers, there's not a unified regulatory environment," Rolet said. "This is the greatest opportunity the financial crisis has presented -- to unify regulation." He also scrutinised European policymakers for their treatment of equities as opposed to bonds. PENSON'S STOCK PLUMMETS AFTER DISCLOSURE OF ILLIQUID RECEIVABLES
The stock of Penson Worldwide tumbled after it disclosed it had $97.4 million of "nonaccruable receivables."
Of that amount, about $42.6 million is collateralized by bonds issued by Retama Development Corp and related interests. Retama Development Corp. owns the Retama Park racetrack in Selma, Texas near San Antonio.
Penson, the only publicly traded and non-bank owned clearing firm, cited the non-accruals under the category of risk factors in its quarterly filing with the Securities and Exchange Commission on May 9. Penson, whose stock trades on the NASDAQ Stock Market, closed at $3.12 a share, down 81 cents or 20.61 percent on Thursday

PIGS: Europe had its own bad day as renewed fears about the PIGS - Portugal, Ireland, Greece, Spain - sent the benchmark Dow Jones Stoxx 600 Index down 2.7 per cent. A case of swine flu perhaps?

Well, the Big Swim. What a fantastic swim this was. Lovely day for it and enough surf so you could catch a wave in. One lady I spoke to after the race had spotted some turtles. Sometimes I think there is such a focus of competing on time during these swims that you “lose sight” of some of the beauty of the event. I’d almost like a half way stop so you can just bob up and down like a cork for a while and watch the life of the ocean pass by. The Whale Beach headland churns the water like a “washing machine”. Although it looks crafty to cut across the headland I stay wide and in the deep water – less currents and chop from the intersecting waves.

Not even with us for 2 weeks and already he has the wife and kids schooled in how he likes to be treated. A simple nod of the head is all it takes to get people running around “fetching” like crazy. Ahhh, I have much to learn from Buddy.

*** Basically, the 3 priorities as I read them: 1) regulate OTC markets (sensible vested interest, more exchange fees), 2) intermarket mechanisms (sensible vested interest, rhetoric where required, reduce frictional costs of trade should increase exchange fees), 3) fixed income (sensible vested interest, how can we capture more exchange fees from other asset classes? We have equities and derivs, what about FI?).

*** But what about the stupidity of a Tobin Tax? Working against that would not only be in the exchanges self interest, but the industry as a whole. A collective service to make markets better. Is market structure reform on the WFE agenda? Nah, not even a GFC and daily policy announcements can get it over the line. A sad omission.

A new council tax-evaluation policy wants to charge us more if we live in a nice area.

That ought to mean discounts for those of us who live in rough areas.

There is a huge council house in our street. The extended family is run by a grumpy old woman with a pack of fierce dogs. Her car isn't taxed or insured and doesn't even have a number plate, but the police still do nothing.

Her bad-tempered old man is notorious for racist comments. A shopkeeper blames him for ordering the murder of his son and his son's girl-friend, but nothing has been proved. All their kids have broken marriages except the youngest, who everyone thinks is gay.

Two grandsons are meant to be in the Army but are always out partying in nightclubs. They are out of control.

I just hate living near Windsor Castle….



7 reasons why I won’t be swimming the Cole Classic this week-end:

1. Most swims -- no other swim -- will attempt to force you to enter seven weeks ahead to q ualify for lower, earlybird rates.


2. Most swims -- no other swim -- will charge you $57 to start with a copy of The Sun-Herald as the only added inducement. Most swims charge in the vicinity of $25-$35 dollars.


3. Most swims -- no other swim -- will require you to turn up either in the city on Fridee or at Brookvale on Sat'dee to collect your timing chip and swim cap. All other swims are able to organise themselves to distribute these at registration on swim day. Even the Pier to Pub at Lorne in Victoria, with 4,000 swimmers, feels secure enough to hand out chips and caps on swim day. Goodness knows how swimmers from interstate or outside Sydney, or even from the far corners of Sydney, cope with these unreasonable requirements.


4. Most swims are happy to take however many swimmers they can in order to raise the maximum funds for their causes, usually the surf club that organises the swim. We're unaware of any other swim in NSW -- only the Pier to Pub again, in Victoria -- which closes off entries beforehand (although it is true that some swims, such as The Big Swim, advertise a cap which would trigger an early closure if reached).


5. No other swim requires swimmers dressed in cossies and dripping wet straight out of the water to produce photo id to collect their prizes.


6. All other swims -- save for one or two privately organised events -- donate part of their proceeds, if not all their proceeds, to charity of one kind or another. Fairfax Meeja makes a donation to Manly LSC under an arrangement that it inherited from the Cole family, and it encourages individual swimmers to raise funds through its heroes program, but otherwise it donates nothing to charity and walks away with what we assess to be c. $100,000 or more as pure profit from this event. This is not par for the course in ocean swimming, and that's where you exorbitant entry fees are going: into Fairfax's consolidated revenue. If Fairfax Meeja wishes to challenge this, then they should publish their accounts from the Cole.


7. Most swims -- all other swims in our experience -- are happy to allow their events to be used to publicise and promote other ocean swim events. Fairfax Meeja promotes no other swim apart from Bondi-Bronte, indeed the wording of its website would have you believe that Bondi-Bronte and the Cole are the only two swims on in Sydney worth doing. Indeed, the Bondi-Bronte organiser, who works for Fairfax Meeja in running the Cole -- or did last time we heard -- himself told swimmers in a circular after his own event back in early December that the next swim in Sydney is the Cole Classic. Tell that to the organisers at Bilgola, Newport, North Bondi, Avalon, Mona Vale, and Whale Beach, plus all the other swim organisers around NSW who have run swims between Bondi-Bronte and the Cole.

One down, six to go. With the London Stock Exchange set to absorb Turquoise, the share trading platform, the UK bourse can worry a little less about competitors snapping at its heels.
The nine banks that created Turquoise in 2006 as a way of forcing the LSE to lower its fees are now part of a joint venture with the exchange that will compete with the remaining six “multilateral trading facilities” left in Europe.
They are Chi-X Europe, BATS Europe, Nasdaq OMX Europe, NYSE Arca Europe, Hungary-based Quote MTF and Equiduct, controlled by Citadel Securities of Chicago. Collectively they still account for more than 30 per cent of trading in the FTSE 100. But with share trading volumes still well below pre-crisis levels, and only Chi-X scraping a profit in October there are doubts over how long the markets can support the remaining six platforms.
That is especially true now that the market has a clearer idea of what an MTF is worth. The numbers involved in the Turquoise deal show that the answer is “not much”.

NYSE Volume Beats Record Set at Peak of Credit Crisis

The New York Stock Exchange said trading volume on Friday hit a new high, beating the record on the last day of the week in 2008 when the credit crisis hit its crescendo.
Regular session trading volume hit 3.2 billion shares, the exchange said on its Web journal.
The previous record for a regular session was 3.0 billion shares, reached on Friday, September 19 last year.
